Rashtriya Uchchtar Shiksha Abhiyan (RUSA) is a campaign on behalf of Union Government of India towards attaining excellence in various manifestations in the areas of Higher Education, which has emerged as essential extension of Sarv Shiksha Abhiyan (SSA) and Rashtriya.

RUSA basically aims at providing greater autonomy to state universities as well colleges. It focuses  primarily on equity- based development and improvement in teaching-learning quality and research.The reforms initiated under RUSA will build a self- sustaining momentum that will push for greater accountability and autonomy and will unleash the potential of the state institutions of higher learning.
